How are you explaining (*cough*excusing) the winged template? It's not like an elf will sometimes, by chance, be born with wings. It's a very silly template in that way.
I'd just go with a Raptoran, as they do not have a LA or any ability modifiers, and a raptoran character with 10 HD gets a 40' fly speed at average maneuverability. They also get a host of other, collectively impressive bonuses. I'd say they are right up there with dwarves in power level; maybe even a bit higher. If you get worried about it, just nerf it a little, like eliminating the spellcasting bonus, Low-Light Vision, and/or Unerring Direction. I do believe that
this flying race is better balanced, if I may be so bold as to say so myself, but it may not be right for her. You could use it for NPC's instead, ones that will be able to harass her in the air for some fun combat situations.
Ahhh, and I wouldn't advise her to change her mind about the class. If she goes for ranged attacks (I must highly recommend this tactic, although I've had fun building flying melee attackers in the past) and she is worried about never getting a chance to sneak attack, she can take the feat Deadeye Shot [PHBII] and work together with the party tank to get those wonderful sneak attacks. With Rapid Reload (optional, but ideal for flying) and Crossbow Sniper [PHB2], she can even maintain a 60' distance while doing so.
Or you could implement facing rules, so that she can use her maneuverability and some cunning to get plenty of flanking opportunities. If she is worried that her AC will be too low, swap Dodge for Expeditious Dodge [RotW], which gives +2 against all attacks, instead of just one opponent, if she manages to move 40 feet in a round (which should be easy enough to do)
