With multiple attacks, can you attack multiple targets?

I've always played that, "if you have multiple attacks, each of these attacks can be applied to a different opponent if you wish," but recently when playing with another DM he stated that, "You cannot attack different targets without a feat like whirlwind, and even then your multiple attacks don't matter, since the feat only applies to your primary attack."

Which is the way that the core rules go on this matter?.
