Can someone explain to me how the Rampaging Charge power of a Witherling Horned Terror works? I'll quote it in full, hope that's ok with the mods:
My gut feel is that the second Effect: section was the first draft, and was replaced by the first one in a later edit, but they didn't delete the old version, so that this power grants two attacks, the charge plus a single secondary attack with Reach 2. Any good arguments to read it a different way?
The thing that confuses me, is why does it have two Effect: sections? Effect: sections always occur, regardless of hit or miss, so a power should never have more than one, right? Given that there are two, should one replace the other (and if so, which one)? Or should both occur? Depending on how you read that, there could be anywhere from 2 to 4 attacks with this power. Any ideas?The witherling horned terror charges and makes the following attack in place of a melee basic attack: +11 vs AC; 2d6+5 damage. Effect: Make a secondary attack against a different target. Secondary Attack: Reach 2; +11 vs. AC; 2d6+5 damage. Effect: Make the same attack (without charging) two more times against different targets.
