Also seems on par with the Seeker, who likes to just damage secondary adjacent targets.
The design sure is similar (though Stinging Swarm is the opposite -- damage primary, rider effect on primary + adjacent). I wonder if it's a coincidence that this design pattern appears twice in issue 380.

The best way to set this up, I think, is a Deva wizard with Remembered Wizardry and focusing on the Tome. This will give you a choice of 3 utility powers per level (one from spellbook, one from Remembered Wizardry). What's more, at Paragon with Improved Tome of Readiness, you can access a daily or utility power in your spellbook during combat once/encounter.

EDIT: Drat, after reading closer, you have to pick what power to use for the Improved Tome during memorization. Ah, well, 3 dailies and utlities per level should still make you plenty versatile.

Deva eh? I'm not sure if I like that. I'm generally cool to the race in general (though they look awesome) and I'd rather play an Invoker or something divine. Improved Tome of Readiness I missed because I never had a wizard with a 13 Con, but that's definitely a feat I'd want.

Have you looked at the 6th level Utility power Refocus? It seems to do what you want - minor action to swap out a memorized power for another.

PS

I didn't realize there was a Refocus power at 6th level. It would be very hard to sacrifice the "Wizard's Escape" encounter power though.

Does anyone else think that the wizard in the first page's illustration looks like Varsuuvius of the Order of the Stick?

Hair style, reddish robes, ioun stone, and a facial expression which is serious and not contorted in heroic anger like so many contemporary illustrations. A fair bit taller perhaps.
