So, those who were patrons of the first project were promised "an exclusive project" and that "only contributors will get a copy of the adventure."
Yes, that was part of the draw (but far from the only draw). If you were one of those who decided you weren't willing to put money into something sight unseen, you weren't going to get a chance later (note that the minimum buy-in for the first project was only $5).
After the second project was announced a lot of people interested in it asked about the availability of
Steam & Brass. Apparently Wolfgang considered his above statements to apply to patrons of any project, while they certainly appear to be exclusive to that project (especially the "only contributors will get a copy of the adventure" line). So, he put the ability for that project to be open to patrons of later projects open to a vote. As several patrons did not want it open, Wolfgang stated it would be kept close because he was "unclear."
With the obvious interest in access to later projects, the project description has changed so that patrons of any project will have access to later projects (although Wolfgang has stated that the number of copies sold would still be "very limited," whatever that means).

Actually, you choose to become a patron for the third project, not a specific one. You pay to join project #3. If you only want to join "Empire of Ghouls" you are better off waiting until the voting is done before joining, but you don't get a significant vote towards the project. Also, you are risking no project getting off the ground if the minimums aren't met (a very real prospect this time).
