A swamp the size as defined in this thread as "local" could certainly have different neighborhoods; e.g. copse of tress, near-stagnant slough, bayou stream, cheniers around the cypress grove...

So we are talking about an area where the adventurers can travel out and back in a day. I might think of it as some kind of domain. Maybe extended settlement. I'm assuming region is like hexes on the big maps. 20 to 30 miles across.

I'm not sure what you are doing so bear that in mind. But I think four might be too many.

1. local - 100' hexes (outdoor exploration mode and the map is variable is size but more hexes)
2. regional - 6 mile hexes (so the map might be 15 by 15 hexes)
3. national - 30 mile hexes (these maps are nations and continents)
