Worst attack value possible, and it just doesn't matter: Need Help!

Ok I want to create a one-trick pony NPC or PC.

The "trick" is, the PC only hits on a natural 20. Yeah, I know, pretty suboptimal. But, that's the trick.

Now, because of this, what I want to do is pile on as many "hurts your to-hit roll" options as possible, in order to boost other values (damage, AC, etc.). Because, after all, he only hits on a natural 20, right? Plus, sheer number of attacks must be maximized, in order to possibly roll a "20" every other round.

Off the top of my head:

Expertise, Improved Expertise: -5 or -BAB to "to hit", +5 or +BAB to AC.
Power Attack: -BAB to hit, +BAB to damage (1 handed weapon).
Monkey Grip: Use oversized weapon in one or both hands (-2 to hit).
Two weapons: Use two weapons with or without relevant feats, the off-hand need not be light either. (-6 or greater penalty).
Monk Flurry (-2)? Take a level of monk for the extra attack?

Item: Item of alter self (troglodyte) for AC boost and natural bite attack? Will this add an attack?

Boots of Speed (+1 attack)
Improved 2 weapon attack chain stuff (for the extra off-hand attacks).
Cleave, Combat Reflexes, reasonably high Dex (extra AOO's).

I'm thinking perhaps a 12th level fighter, or 11th level fighter/Monk1 for the flurry stuff...I don't know... I'm sure there are other "hurts your to hit" feats out there I've missed.

The concept is: Very high AC and survivability, only hits once in while, but when he does, it hurts.

My rules-fu is lower than my desire to create this stupid character...thus the post...

Would be amusing to get a total "to hit" roll modifier of -10 or below, if possible...

Why not a 2H greatsword and armour spikes in place of the off hand attack, animated tower shield for defense. Cheese.

Or possibly a monkey gripped weapon and a large bashing shield.

Only problem I can see with the 2 weapon route is you'd need a high dex to get all those 2 weapon feats - which you won't be using for much else except Combat reflexes.

Some form of enlarge spell to get reach.

Hold the line, karmic strike... all good for more attacks.

If it's just smackdown you want.... Change shape into a giant squid. 11 attacks in total - including one from haste. Air Breathing and flight spells. Or a 12 headed hydra. Find a good shifting focused Prc to augment it. Take the same feats you normally would. Both are possible for a 12th level character.

Make sure he's attacking with exotic, oversized weapons with which he's not proficient, so that he gains more penalties to hit.

Right, but any funky weapons like that will preclude the monk flurry of blows. That only works unarmed or with "special monk weapons". I suppose you could get an oversize monk weapon. A monk with Two Weapon Fighting and paired, Large-size nunchaku could be amusing.

Hmm. Large Nunchaku. I picture two baseball bats tied together...
:)

At first level, if I'm doing the math right, he'd be attacking at -6/-6/-6, doing 1d8 plus bonuses with each attack. Is that right?

Bent.

One problem I see with monk flurry is that I believe it only applies when you are using monk weapons or hand to hand combat, wich may severely limit other options(like critical hit multipliers). Perhaps dual wielding +5 defending scythes? Or +5 defending reach weapons if you want reach. The enlarge idea was good, each increase in size category will lower your attack bonus, and all the benefits you get elsewhere will make up for the detriment to AC (2 squares of natural reach is fun too)

Remember to fight defensively all of the time ;)

Also, you might want to pick up karmic strike. It hurts your ac a bit, but it allows a number of extra attacks (you wanted a lot of attacks right? this option is better than cleave generally, with cleave you have to hit which is rare and knock them out which becomes rarer at high levels, especially when you wont be hitting often).

Also, in the eberron book, you can make longspear, longsword, or two bladed sword as a monk weapon. Weilding either a longspear in each hand or a two bladed sword in each hand might be pretty impressive!

Edit: btw, what classes are you going for? I would suggest monk2/psychic warrior X. Bite of the wolf and expansion, extra attacks and extra hitting power! ;)

If you want a real bad to hit bonus, multiclass as much as you can into classes that don't give a bonus at level 1...

Strangely enough, the build he is making actually does 'better' at getting a worse attack bonus by getting levels with +1 BAB than those with +0 BAB ;)

Actually, a character with a +1 BAB and Power Attack and Expertise and no other attack modifiers can only get her attack bonus down to -1. But if she's got a +5 BAB, she can get it down to -5, by maxing out Power Attack and Expertise.

You want the BAB to be at least +5, for this reason. Since you can cancel out any surplus through Power Attack, you gain no benefit from minimizing BAB.
