Wotc: "Planetouched are proficient with all martial weapons"

Interesting. I guess the rule under the Monsters and Class Levels heading on pg. 290 of the MM really does only apply to Humanoids, as implied by the "Humanoids and Class Levels" subhead. At least, according to WOTC CS. (Personally, I'd apply it to any monster race with listed 1 HD. But I guess that's a house rule.)

Is there another source, then? They're supposed to be LA+0, but no details are included as to what abilities they lose to make the LA+0 rather than +1.

Well, those bits really have nothing to do with weapon proficiency either way, as those are Outsider traits. Losing the 1 HD means losing the outsider features, namely Base Attack, Base saves, Hit Die Type, and skill points.

Nope, they only lose the outsider type, and become humanoid (planetouched). But they are also affected by effects that affect outsiders.

And for that they lose +1 LA. I wouldn't think the outsider type would be that valuable.

Neither would I. I guess the added vulnerability to anti-outsider stuff helps a bit, but on the whole... of course, if the outsider type is supposed to give them full martial proficiencies, that helps as well with reducing the LA.

As far as I know, no one from Wizards has ever said that. What has been said is that the design decision to not give out bonuses to casting stats for races with no LA comes from the "elf mistake" - giving elves the flavor of great mages with no mechanical backup.

Notice that the Pixie in the Monster Manual replaces his 1 Fey hit die if he takes a class level...
