So...you don't get to do literally the one thing you'd want to do with a pet dragon. Wow. That's...uh...something.

ETA: 15th level you can ride your flying drake. Fairies and aarakocra can fly from 1st level, but you have to wait until 15th for a dragon to carry you while flying. Yikes.

To be fair, they do get to do that later on, at level 15. However, I can sympathize. It would be nice to be able to play a Dragon Rider that can actually ride their flying dragon before Tier 3 play.

The drake does start out small. Hard to ride a small dragon. Also Hard to envision a low level PC with a Large dragon and having that Large dragon only being as strong as a wolf or a horse.

Small characters can ride medium-sized mounts. No reason a medium-sized dragon with wings couldn't carry a small character. The way the ability is written prevents that.
