Now I want a setting with dungeon drugs. Illegal military combat dungeon drugs. Sounds like something that should be found in Sharn.

(Otherwise, the faction thing was what I was planning for the urban campaign I'm trying to develop.)

Why avoid the greatest genre?! Lean into it!

You already have Ravenloft and Dark Sun to fill that role. I think it would be more interesting to have it between the brightness of Faerun or Krynn and the darkness of the above.
