Yeah, buried the lede a lil' bit, there...
The core experience will be made available to everyone: If you own a map, module, or adventure on D&D Beyond, you can use it on Maps and invite your friends to play. Period.
Which means you have to be a Master Tier subscriber to add any content. Our Master Tier subscription will unlock more customizability for DMs who need it. You’ll be able to upload homebrew maps, custom tokens, and access exciting tools built just for you.

Which means you bought it. And it's not free to use.

So let's say that I purchased Curse of Strahd and want to run the game on Maps (and I'm not a Master Tier subscriber). If there's a scene that involves a wolf attack on the road or an area that isn't officially drawn out on the adventure, I have to pay $6/month ($55/year) to be able to put in my own map so the group can play?
I just think it would be cool if they would let you add a small amount of homebrew content, enough to support the games you've already purchased. Even Roll20 at the free tier will let you do that.
And I understand that DND Beyond isn't a charity, but I'm sure they're making plenty of cash from DMs purchasing adventures on it.
That said, I don't use Maps. I don't use DND Beyond. Currently, I'm not even running/playing DND.
How so? From what we know (correct me if I'm wrong), you will be able to use maps for products that you have already bought. If you want to upload a map of your own, you will still need a subscription. What is changing, is that before the 16th of September, you both need to own a product and to have a master tier subscription in order to use the maps in the VTT:Your information will be out of date by Sept 16
