I think as stated in PHBII design, WOTC has learned that they can push the boundaries of power for their feats. Some of the original epic feats are downright crappy, that's why they've been lowered in power over time.
Fast Healing 25 is great, until you realize creatures can do 150 damage a swing and swing 5 times. Planar travel at will is cool, but hardly out of the realm of epic play. Cast power word kill at will. Bah, who has under 150 hp nowadays, and it ONLY kills you...it doesn't even hurt your stuff, barely a bump in the road for an epic player
