No; smite at 4d8 for a 3rd level slot is already good.

This doesn't carry the crit. But it deals 75% of a damage crit already. There is a save, but still.

Smite is such an awesome feature that some characters dip 2 levels for it.

The extra reaction cost doesn't balance.

Fireball is already an intentionslly overpowered spell for its level. Balancing spells against it is wrong, unless your goal is "overpowered".

Hellish Rebuke is a strong spell; but you cannot choose to be attacked. You can choose to attack and who. Moving control from others to yourself is a large boost.
 

I think the damage is fine for the slot level, but the reaction casting time that necessarily happens on your turn is really clunky.

I'd rewrite it to work like a supercharged GFB meets ice knife (if ice knife were fire based):

Casting time: 1 action
Range: Self

When you cast the spell you can make one melee weapon attack against a creature within reach of the weapon. On a hit the target suffers the normal effects of the attack. In addition, hit or miss, the target must make a DEX save, taking 8d6 fire damage on a failed save, or half on a success. Maybe add a little splash damage (4d6 to one other target within 5' of the first one?) for good measure.

A bladesinger can still use it with shadow blade (on the turn following casting shadow blade), but can't use it with extra attack, and can't stack it with a blade cantrip.
 


Mathematically it's a fairly balanced spell. 8d6 fire damage, save for half, on a single target is about right (fireball is OP because it hits multiple opponents). The reaction is a bit clunky, but I assume the purpose is to make the reaction an additional cost. It'd probably work better the same way the smite spells work (bonus action w/ concentration).
