If he wants? Level 7 encounter powers are just better than level 3. Of course he wants to swap them if allowed to. He also wants to qualify for feats without needing the required attributes and would love unlimited Healing Surge.

In some cases they are.

Most of the classes have a lot of powers in each tier that could pretty much be interchangeable in power level IMO.

And also I guess my point is if you can trade things out fairly often at higher levels why not let character have the same setup at heroic?

And IMO you are wrong. The increase in power between encounter powers of level 1, 3 and 7 is pretty obvious.

I'd take three level 7 powers over a 1,3 and 7 offer anytime.

That is, assuming level 7 offer 3 powers that match my build... For example, fighter can do it, paladins can't.

Some classes get screwed by that houserule. I don't like it as a matter of principle. It increases the power of the PC and force the DM to needlessly tweak with the XP per encounter balance. But until you get the power book for each class, it also screws the balance between the PC.

You can trade things fairly often at heroic level too. You can trade the exact same things you can trade at paragon level.
