Ah. I've always seen it as a place too hot for most PCs to survive (as in, take a point of damage every ten minutes) unless they have always-on heat resistance.

Not a place you want to hang aorund for too long. :)
That has certainly been the case at times. Starting in 4e, there was a big effort to make the planes more “gameable” to make them actual spaces PCs could reasonably adventure in, and while 5e backtracked on that somewhat, they didn’t completely reverse it. More importantly though, if you need always-on heat resistance to get to the place you need to go to level up… that’s an adventure hook. The need for a suitable trainer is doing its job, providing players with goals to seek out and go adventuring for.
