I would think so...

I would rule that it provides at least a +1 "synergy bonus" (yeah, I know, that's a 3e term, but it works ). It could be used in conjunction with Undead Knowledge and Monster Identification for example (proficiencies from AL-Qadim).

By the rules, Bards don't receive any bonuses to NWP...

That being said, I would probably give them the NWP for free in lieu of a bonus... Barring that, I wouldn't give anything more than a +2 bonus.
