Your movement is not being hampered by terrain or darkness, so no, that rule has nothing to do with Slow.

It is relevant to being slowed because being slowed is an equivalent, if not worse, impediment to move speed than difficult terrain or darkness.

It's worse in some ways since it also affects fly speed. It's not as bad in other ways, such as not depriving you of the ability to 5 ft step.

I would say that being blinded by darkness also affects fly speed, right? You're just talking about how difficult terrain doesn't slow fliers. Or do you think being blinded represents having to feel your way along the ground?

Yeah, darkness / lack of sight would also slow down fly speed as you have to "feel out" where your going, be cautious of walls/obstacles/etc..., and so on. I was thinking just of difficult terrain, as you surmised.
