Actually, consider the power of this, even with the restriction of a willing target. A necromancer would be able to transport himself safely back to his lair as long as he had a skeleton hanging out around the place.

With this ruling, ten of these in the same space would deal 15d6 damage with reflex save DC 23 for half damage. Twenty of them would deal 25d6 damage with reflex save DC 33 for half damage. Given that 20 poepoes would not be difficult to keep in a 10ft pit trap (as long as you feed them)...
