That seemed really odd they would do that with shadar-kai, unless it was just so mechanically similar they just made them an elven subrace?

They did make them a subrace of elves in a UA article, but it was an unpopular retcon.

It would fit better as a subrace of planetouched because in 4e that is what they were functionally.

Jury's not in yet on how "unpopular" the retconning is. Looks like we'll know in the next few months, though.
