2: I'm wondering about the range on that summoning spell. 25 ft + 5 ft per level.....
3: I hope we get more of Red Cloak's back story soon. I'm guessing that he either wasn't always a goblin, or his family got wiped out by the Azure City paladins on one of their preemptive stikes to destory all potential enemies of thier city "regardless of remote location or possiblity".

That's the range to the point of origin; it doesn't prevent them moving further than that once they appear.

Otherwise most buff spells with a range of touch would suck...

Not only that, but summoning any creature with a movement rate faster than your own would be pointless.
