Gee, it was a while since I read a history book. And I wanted the system to be inspired by the HRE not an exact copy. But here´s a good link

In the 17th century Sweden controlled parts of northern Germany, they were part of the Swedish Empire, yet the courts were under "German" jurisdiction...

Yes make a write up for this so we know what it is you are talking about...i remember watching ben hur, gladiator, etc. and they all have talks of local governers ruled by regional government then ruled by national rulers and then by the senate and then by caeser...

The Holy Roman Empire was a "GERMAN" empire. Not the roman one, the roman thing comes from claiming the legacy of rome and of course roman-catholicism (there´s the holy part).

how would that work in DF? There is no emporer per se and would the vassals (principalities) pay homage to a king(patrons) and who would rule them since each patron is independant?

That would be jsut the Kessel. Ie the general domain of the Grey King.
