Power Attack still sucks

The idea is to take those -10% to hit when you don't need them. I know it's less likely to happen in 4e but there will still be times when a greater chance to hit is not necessary and more damage can be useful. This doesn't have to happen in 100% of all actions for Power Attack to be a viable feat, like some seem to think. All feats aren't useful in every situation.

Also, a flat +2 to damage can be more or less than 10%. Adding +2 to a d4 is at least +50% damage!

I think this cuts right to the core of the problem with power attack. Its a very diminishing returns feat. As soon as you start increasing the base damage, the less the +2 bonus matters, but at the same time you are always suffering the same 10% loss.
 



You realize of course that in order to get more than +2 damage if it was +10% you would have to cause 30 damage. How likely is that with an at-will attack on Paragon tier? Some dailies might do it but is that really when you want to take a penalty to your attack roll? I wouldn't. With most attacks you would just get +1 damage.
