Dual weilding javelins?

On the other hand, as a DM I'd be willing to consider house-ruling that a character could go that route. But I'd add the caveat that if I this leads to some absurdity I will make whatever changes are necessary to fix the absurdity.

If you make the house rule specific enough ("When wielding a heavy thrown weapon, you may use Str instead of Dex for ranger powers which normally use Str for melee attacks and Dex for ranged attacks.") I can't even think of a time when it would be absurd.

Well it does mean that a two weapon Ranger hits at short ranges as well as an archer ranger without putting anything into into dex.
So you make a combined melee and ranged attacker significantly cheaper (admittely you are doing a couple points less average damage at range)

Whether it's an unreasonable option in a build I'm not sure but it does make versatility easier to achieve.
