If a player moves a stinking cloud onto an enemy, does that immediate occur damage as if the enemy entered the cloud, or only on the enemies turn if he consciously enters the cloud?

No. It becomes really broken otherwise.

Move one square, enemy enters area = deal damage, move one square back.
Move one square, enemy enters area = deal damage, move one square back.
Move one square, enemy enters area = deal damage.

Use next move action. Repeat until enemy is dead.

Dealing an automagic 6d10 + Int*6 damage in one round? 9d10 + Int*9 damage with an action point? Not cool.

Neither. The enemy takes damage when it enters the cloud, whether that movement was willing or not, on the enemy's turn or otherwise. You can, for example, push a goblin into the cloud and it will take damage. You cannot, however, move the cloud over the target and damage it (until the target starts its next turn within the cloud, at least).

If moving the cloud over a target counted as the target entering the cloud, then by the same logic if you moved away from an enemy it would count as the enemy leaving a square adjacent to you and you'd get to take an OA for running away. :)

Strictly by RAW, if you have a power that can slide the target multiple squares, you can ping-pong enemies in and out of the cloud for multiple "hits." If you feel that's overpowering, consider limiting the damage to once per opponent's turn and once on your own turn. Personally, I haven't seen the tactic in play to be able to judge whether it's an actual abuse or just an on-paper one.

I'd say either make it so forced movement doesn't count as "entering" or have all zones only "go off" once per round. And the round is counted when the power is maintained.

That's how we play it, we also never think to add the damage multiple times per turn like many on here want to. I'm never going to deal more damage to a creature for moving in and out of an effect than if they spend their whole turn in it.

One response I have seen is to allow the forced-move saving throw for difficult or hazardous terrain, whenever someone tries to force a target into a damaging zone-type spell. This allows for the possibility of dragging them back and forth through it, but with a chance to save and fall prone on each entry.

Personally, I'm inclined to say that they take the same damage if dragged in and left there as if they were zig-zagged in and out, which is to say, one iteration of damage.
