Get Savage Worlds, specifically the "Pirates of the Spanish Main" RPG version of it. Lots of potential for swashbuckling action, AND it's got fencing schools built-in!

You might also want to pick up Savage Worlds Explorer's Edition, because it updates a few rules and is the cheapest RPG corebook ever, at only $10!

Yeah, this is where I would start. The Explorer's Edition even includes a free adventure in your genre, "The Wreck of the Solarah, A Piratical Savage Tale for Novice Characters."
