I don't know any items that specifically summon a small fire elemental, but Shin_Okada's suggestion to invent one is a good idea. It's not terribly difficult with the
magic item creation rules (and DM permission, of course).
"Bic Lighter of Fire Elemental Summoning" ;-)
A wondrous item that summons a small fire elemental (equiv to Summon Monster III) with a command word 3x/day would cost around 16200gp. Maybe it looks like a golden torch, and must be lit to operate.
"Orange Bag of Tricks" ;-)
Or you might base something on the
rust Bag of Tricks, which produces small fire elementals instead of animals, and is based on Summon Monster III (rather than Summon Nature's Ally III).

96-00: medium fire elemental
As with the Bag of Tricks, only one elemental can exist at a time, only 10 can be pulled out per week, and they only speak Ignan. Price should probably more than the rust Bag of Tricks (3000gp) because the elementals are intelligent, so maybe something like 4500gp (?).
Those are just quick guesses off the top of my head, but most likely need DM approval. There's also always scrolls and wands, which are generally a safe bet for all DMs.
