Tho... you don't need more than 10... one per level you get a power.

Well...there are a few ways out there to get additional (usually encounter) powers, and then there is the aspect of powers having different effects, some of which may fit the PC concept and some which may not.
 

The concept is 'does lightning damage' so I don't think you really need to be concerned which class has 14 lightning powers vs which one has 30.
 

There is a Ki focus, level 9, called Forked Lightning. You can turn melee damage into Lightning damage (so any melee class more or less). The power on it triggers when you deal lighting damage and allows you to Raiden teleport to another enemy within 5 squares and make an MBA against it. Picking up a Ki focus is from either MC Monk or Assassin (both have some minor utilities to them so they're both good).

Fun times. Though I dunno if a Ki-focused weapon that has a Eberron Shard of Lightning (+1 to lighting damage rolls) would work with the Ki focus. I think it should.

Hmm...where are the rules for MC Assassin?

Also, still haven't found that Ancient Soul Feat...or Hurl Breath, for that matter. Sources?

Multiclass feats for the original assassin were in 379 and 382. The executioner feat I believe also gives you Ki focus (but that's from an article that's being play tested currently) and the Monk multiclass will give you Ki focus. Those feats are from PHB3/Psionic Power, which the latter is where you'd find the Forked Lighting Ki Focus.

That's the extent at which I can be helpful. Though I can look into those feats (I just have tons of assassins and monks and such in my character builder lol)

Hell, the hurl breath trick is even more BoR (and, you know, actually effective) than the silly Lightning Dagger one. That said, you've basically got a feature that is either so corner-case that it can't be factored into your plans at all (although it does come with a damage bonus on your breath weapon) or that you have to relax BoR a bit to make work. So if the GM will let it fly, fine; if not, well, it's a fun theoretical optimization.
A dragon sorcerer using his breath weapon every turn in exchange for minor damage (between 1 and 4) is pretty cool, flavorwise, and at low levels is decently powerful. Obviously it's not something to do at level 30.
