Draconomicon has rules for dragons.
They are described as notoriously virile, and half-dragons are usually the cause of a young adult metallic dragon falling in love with a non-dragon or a young adult chromatic dragon being adventurous.

In our campaign we have come across many half-dragons, including a giant half-dragon spider.
 

I can't believe no-one has mentioned that old chestnut, the Girdle of Masculinity/Femininity. Reponsible for the reproduction of all native single-sex species since 1st edition.

There are also love potions. Or with a twisted DM, love springs. Ever wondered where centaurs came from? :)

Ah, but sex ≠ reproduction. There must be some other magic involved. (Oil of Slipperiness springs to mind...)

But you STILL need something else to make the mating successful. Luckstones? Fertility totems? The blessings of a mad druid?
