Raptorans.I seem to recall a foot-bow that some bird race had - maybe from Races of the Wild - seems like that should be usable while prone. But it would cost you a feat anyway for the exotic weapon proficiency with that bow I guess.
The Footbow is a classic weapon from history, and was used to great effect by the English and the Welsh, among others.

While I can't remember a specific Welsh or English battle (blame the years it's been since History class), the Battle of Civieot (Seljuq Sultan Kilij Arslan vs. Peter the Hermit) is a readily available historical battle in which the Chinese employed footbowmen to devastating effect.
The Chinese used them throughout the Han dynasty, as well.
