Daily Power Question

Some other "simple" questions. A third level wizard has multiple daily powers (through expanded spell book):

1. He tries to use Acid Arrow (daily power) but misses. Can he use this on his next turn or does the miss negate the ability to use this again (until he rests).

2. He uses Acid Arrow (daily power) and hits. On his next turn can he use another daily power, such as Flaming Sphere (daily power)?

He cannot use the ability again until after an extended rest. Most daily abilities give you something on a miss. Some have the "reliable" (meaning they can be used again if they miss. No daily power without the "reliable" keyword can be reused on a miss.

Yes. As long as he's got daily powers and the actions to use them (and no conditions preventing him from doing so), he can use any such power he's got.

All of that is exactly correct.

This, however, is not right, but only because the specific example was a third level wizard, and they have only one daily slot per day. (Not including the 2nd level utility slot, which may be daily, encounter, or (rarely) at-will in usage, but is in no way an attack spell slot.)

To the OP: Wizards have multiple choices for their one daily per slot. The relevant section from the Wizard rules is this (emphasis added):

Daily and Utility Powers: Your spellbook also holds your wizard daily attack powers and wizard utility powers (not including your cantrips). You begin with two daily attack powers in your spellbook, one of which you can use on any given day. Each time you gain a level that lets you select a wizard daily attack power or a wizard utility power, choose two different powers of that type at that level and add them to your book.

After each extended rest, you can prepare a number of daily attack powers and utility powers according to what you can use per day for your level (see the Wizard Powers Prepared per Day table). You can’t prepare the same power twice on the same day.

That was from the Arcanist (default PHB1) Wizard. The Essentials ("Mage") has similar text for its powers, too, with the addition of flexible Encounter powers, too. Other sub-classes have their own mechanics.

As stated you have a Daily Power use, not a Daily Power success. Unless the power is listed as being 'reliable', in which case it can be reused until you use it successfully, a power use is exactly what it says.

You have a number of power uses possible, per encounter and per day. As a Wizard you pick the powers for those slots, from the powers you have available in your spellbook. You can then attempt to use the 'memorized' powers. Using them does not guarantee success; no more than does every arrow shot hit a target.

...Er, yeah. I didn't specify that a wizard would have to be no less than 5th level to cast more than one daily spell. Also, I didn't mention what would happen if the two spells such a wizard wanted to prepare were the same level:

If the wizard were high enough level to have at least two dailies (that is, at least 5th level), he could cast two of the same level if he filled a higher level daily spot with one of a lower level. Obviously, this would not work in reverse.
