Finding official special materials

Hello Enworld i'm needing a bit of help here in finding official special materials or help finding the sources because i've found 3 different pages and im confused of what's official and what isn't (except on 1 of them) Any chance i could garner your help?

World of Sulerin - Feats, Races and Rules - 3.5E & 3E monsters, spells, magic items and D&D resources

The ones that were of interest to me the most were the dwarven blackrock and the celestial steel but i'd like it if i could know which are official and which are homebrew/3rd party

This I've never seen in any official material. It could be from a Magazine, but since it says who wrote it, and I don't recognize the names, my understanding is this is homebrew. A neat system though.

Now these all quote the source of each material, and I recognize much of these from flipping through books. Celestial Steel is sourced "World of Sulerin" which, as I googled, states itself as, "A custom 3.5E and 3E D&D campaign world for Dungeons and Dragons fantasy roleplayers." So I understand that to mean well established and respected homebrew.

Also I asked my DM if i could use the Sulerin material and he said no because it's custom and not official.
