It came to me in a dream. Just reskin a pixie, and you've got a wee tiny PC dragon. Maybe drop the "pixie dust" and give them some natural claw/bite weapons.
You could swap in the dragonborn breath weapon, or just assume that some never manifest a breath weapon, and the rest have crazy variety --- i.e., those magic missiles and fireballs and such are shot out of the mouth. Elementalist would be a perfect fit --- a wee tiny dragon that looks like someone's familiar, belching out pure elemental fury every round.
Draco? Dragonettes? Drakelings?
I suppose you could just play one and call it a hatchling . . . maybe goose it up to Small at 20th level?
