Pathfinder 1E How do you keep spellcasting slaves from casting spells?

I'd advise again using a device that suppresses their magical powers. That opens up a huge can of worms for the rest of your campaign, especially if they the items with them and use them on your villains. Also, if devices of this type are so cheap that they can be used on lowly slaves, it's a miracle that any spell caster would rise to power before having these slapped on them and getting their head chopped off.
 

You could always rig things so that the PCs have to capture and transport a wizard somewhere. See what techniques they use to keep the wizard from spellcasting. Then those techniques can become the standard techniques for capturing spellcasters in your game.

The problem with that is that the OP said the PCs were about to be captured and sold into slavery. We have no idea what happened to lead up to that situation, but it seems like it's not something where the PCs will have time to experiment with their own techniques. Good idea if they had more time, though.

Sounds like the problem is that there's a feat that radically changes the assumptions of how the world works. My solution would probably be to ban that feat.

The characters are level 2 and 3, so Dimension Door is beyond their capability. Silent Spell is a +1 level metamagic feat, so would require a level 2 slot for level 1 Charm Person, so might not even be usable by the PCs if their caster(s) is (are) only level 2. Charm Person does require Verbal and Somatic components, so the PC would need to also have hands free to cast it silently as well.

Silent Spell, Still Spell, etc are metamagic feats that have been around since 3E, so require the PCs to use a higher level spell slot to cast them without verbal and/or somatic components. If the PCs are gagged, they'd still need to have memorized an appropriate metamagic feat to cast the spell silently (if a wizard), or have the slot available if a sorcerer. (remember, the PCs are level 2 and 3)
 



Can't believe this thread is still going. The problem with capturing and enslaving PCs (even for the sake of the story) is that players will feel rail-roaded into a situation that they do not want to be in.
Slavery works when you can control the slave population (not that I condone it but just the logical outcome when such a means is used in a society). If there are slaves that are potential threats (such as spell casters or powerful and experienced warriors) you either need to entice them to maintain their slavery with bribes and/or threats. Plus individuals with special abilities will be used to their full potential and unlikely to be kept with the common chattel. So if a spell caster is taken as a slave the likelyhood of them remaining with the group is very slim and the slavers would likely either just dispose of him or give him to someone not likely to feel threatened (such as a higher level spell caster) and said spell-casting slave would likely be monitored very closely.
