The npc's stats are listed in appendix B in the form of stat blocks--I'm not sure what your question is.

I'm wondering if NPCs are constructed as PC are or if there is a monster-style way of constructing them.

I don't think they are built a 'full' pcs, but they clearly have some class features. One Longsword-wielding npc has prepared spells, a bonded weapon, and the "war magic" ability, e.g., an eldrich knight.

Neat. I wonder if those things will be in the MM as plug-ins for various monsters.
