In short .......... We can administer a potion in an unconscious character?

Need some medical skill check? DC5 or DC10 or DC15?
No check is needed.

You spend an action to pour a healing potion into your unconscious friend. He wakes up with some hit points restored. Everybody's happy.

And to use a potion in itself, of course aware, spend an action or free action?

a bonus action in some cases.

also, i'd rule that there's a chance for the receiving character to accidentally get some of the potion into their stomach rather than their lungs (unless the administrating character holds their mouth shut and pours it directly down their nostrils.

Potion of Healing on PHB speaks "Action" to use potion.

i've sometimes had potions made that were in edible capsules that a character could keep in their mouth before battle. this should appease the DM into making it a bonus action.

but you're right, the potions in the PHB take an action unless you are a thief or a bard.

WHY ..."unless you are a thief or a bard" ???

There's a great comment in a fantasy book where two characters are arguing over how to administer a healing potion to a downed ally.

"What if he chokes on the liquid?"
"It's a healing potion. The only way you could hurt him with it is to hit him with the bottle."

Thieves and bards have class abilities that allow them to take the action required to use a potion as a bonus action rather than an action.
