to my view sword burst is better. neglecting S component lets you use it as a way out of a web, or other restraining devices.
it's not too loud to alarm other creatures, and force damage is superior to thunder damage.

In relation to sword burst and the sorcerers distance spell ability, its difficult to say whether the range wording is intentional but I'd probably suggest not as it seems too specific. So theoretically a sorcerer could apply metamagic distance to increase the range of the spell and in this particular case that would also increase the area of effect. However what you could rule is that the circle of blades is more like a ring of blades (which is what the description implies) and so it would not longer effect the immediate area around the caster. I think I would do that if this came up as having a roughly 25' diameter burst with the caster safely in the middle is probably a bit good for a cantrip even when using a sorcery point

That's backwards--spell sniper doesn't affect it, but Distant Spell does. Still, it costs a sorcery point to do damage in an AoE 10' radius, which puts it about on par with Thunderwave (1st level spell), so definitely not overpowered.

BTW, Thunderclap is also on the druid spell list.
