Vecna isn't a god in any book that I'm aware of*. If he were, he would presumably have reclaimed his eye and his hand.

* Stuff invented by later writers at a different company doesn't count.

You can't just say that everything after 2e isn't D&D, because a different company created it. Vecna became a god in D&D.

If it was only in the 3E DMG, then you might be right. But he's in the 3E PHB, which is roughly five times more widespread. Only the DM ever looks at the DMG.

As well as every player who is interested in magic items.......which is virtually every player. Coincidentally, that's also where the Hand and Eye are listed.

Yes and no. They've pretty much said in 5E that you should change the Lore to fit your own game. In MY D&D, Vecna is no god
