Good questions. I don't really know. I think I have a better idea of what I don't want than what I do want.Which leads me back to a more fundamental question: what are you looking for? A dungeon trip can work fine since you just need to move the entrance to be in your city, but it seems you want something that involves the city itself. But in what way? Politics? Merchant houses? Street brawls?

I forgot about Mad God's Key! I enjoyed that one - the DM had run it and its lesser known sequel as the start of a 5e Age of Worms campaign. I'll have to go back and take another look at it.Paizo-era Dungeon has multiple urban adventures. Mad God's Key is a highlight. Urban Decay is adequate. Shackled City could be mined for a lot of great urban material.
I ran "The Scroll Thief" as a side adventure while my Tyranny of Dragons group was in Baldur's Gate. They really enjoyed that one. I do like "Cloak and Shadows", especially its alternate chase rules, but haven't run the actual adventure. It's more for 3rd level PCs, though, isn't it? I'm not that familiar with the last one.I play only Adventurers League, so I'm not very familiar with what is there outside AL, but I enjoyed The Scroll Thief, Cloak and Shadows and Boltsmelter's Book. Cloack and Shadows is fully within Mulmaster, the other two have the last couple of encounters outside the city proper.
