FAQ: Why didn't [insert my favourite villain] make it into the finals? Because you didn't nominate them. Honourable mentions go to Iuz, Grazzt, Demogorgon, and Azalin, who didn't manage to get a nomination.

Heretic of The Seventh Circle
I would say the second Dragonlance trilogy is where he transformed from antihero (jerkwad edgelord) to villain. He did some terrible things in his quest for godhood, using and manipulating his friends and his brother, not caring about anyone but himself. Had he succeeded, he would've turned Krynn into a wasteland. Even though he had a last-minute redemption, I still count him the villain of the tale.
See, Id say he is explicitly not a villain in that trilogy. He didn’t just have a last minute redemption, he sought out to do better than the gods, saw at the end that he couldn’t, and ended his quest.

He is one of the heroes of that trilogy.

1992 Tales of the Lance states that Takhisis was called Tii'Mhut (p117) and Paladine was called Bah'mut (p113) by the people of Istar. That would be firmly 2E territory.
