Sure, if you think Blue Dragons are giant eagles with lightning eyes, that's on you.

If you are Morrus and looking for mythological creatures within the public domain you should absolutely look towards the myths and legends of many peoples in the worlds. Honor those people's traditions, and recognize that D&D isn't confined to the stories of western Europe and instead can embrace the tales of the Pacific Northwest with open arms.

Or, just dismiss the legends of a great land as if they don't matter, whatever.

Lü Bu (Real person, but the myth is bigger)
Yuhuang (The Jade Emperor)

Nianshou or Nian (Recognizable from the Lion Dances)

I believe he/she is simply speaking mechanically. However, based on your description I might start with a blue dragon, but it would need more modifications than a simple reskin IMO. There would be no tail attack and I would probably want to add a "snatch" attack. Possibly a thunderclap attack (a modification of the blue's wing attack probably). Is it associated with storms like the plains version of the Thunderbird? Is so, maybe some innate casting.

It's been a couple decades since I reed the book I linked. So I don't remember all of the details
