Need crazy girlfriend input

So, a player (Zweihander RPG, fantasy, very low-power, very low-magic)

How low magic are we talking? Any casters in the group at all? Screwing with the market on spell components would be a good idea in most settings. There's lots of ways to play games with it. Buying all the guano to stop casters from using fireball is easy, and just makes the party travel farther for it or pay more money. But what if about 10% of the guano on the market was counterfeit and caused the spell to fail? If guano is rare, what if someone gave the party a false lead on where to travel to find it? What if someone pays local ruffians to stop picking pockets for wallets and had them start picking pockets for guano instead? If she's a noble, what if she starts a political campaign to ban trade in guano (for animal rights reasons, or something similar), or gets it heavily taxed? I'm using D&D components for simplicity here, obviously. Substitute as needed.

So, a player (Zweihander RPG, fantasy, very low-power, very low-magic) has taken the Drawback of Nemesis, thinking to minimize the cost. I've decided that his dedicated foe shall be a young noblewoman (he is a noble) who is both deranged and obsessed with him. He barely remembers her.

She will tail the group, seeking 'revenge' for 'ruining her life' and 'casting her aside' (he did neither; in fact, he only encountered her a handful of times at events, feasts, etc). She has money, but not unlimited funds, and a couple retainers, but no access to magic or enchantments of any sort.

So, what sort of insane antics would she get up to? If this were modern setting I would have no problems, but fantasy is throwing me a little.

This is a long-term campaign, so I want to avoid a confrontation between the two, or revealing her identity, for as long as possible; just harassment type stuff.

Ideas?
If sufficiently crazy, stashing cult-affiliation tokens into his abode and calling the witch-hunters...
Summoning minor demons to harrass him.

If it were a WFRP game, I'd have suggested her being of the "If you won't come to me, let Nurgle have you!"

Other fun things a psycho can do...
Accusations of breech of bond (IE, claiming he proposed THEN ran)
Arranging the attentions of god of disease followers, especially those with loose morals.
Faking arrest warrants from neighboring cities.
Encourage crowd formation at places they're planning on being for dubious or violent purposes. (This may require use of scrying.)
Warning the gendarmerie about the negative effects that follow them.
Attempting to seduce other party members.

Emulate anything in in most 1980s love songs (many of which describe behavious the state of California considers crimes). Police's Every Breath You Take. Blondie's One Way or Another. Corey Heart's i Wear My Sunglasses at Night. The Carrs' My Best Friend's Girl Friend.
The 80's and 90's love songs are just chock-full of stalkerism ideology.

I'm thinking handbills, letters, and the like (fantasy version of social media), and hiring third parties to make outrageous claims.

Don't forget that historical renaissance news boards existed. They still exist in many 2nd world nations; the wealthy pay for delivered copies, the poor read the board outside the press... and sometimes posted handbills were left up. During colonial times, the non-major cities of the US would have papers doing so. I don't know how far back that goes.
