Here's what I would do if in that situation.

Let the monk wish to become a vampire. Nothing happens then. A little while later the monk meets the love of their life. Then later they run into a group of vampires. Have the vampires kill the love interest and turn the monk into a vampire. Be sure the transformation is instant and not crippling so the monk can quickly act afterwords. Naturally the monk will want to attack the vampires. Thats when you reveal the twist that vampires in your world are magically unable to kill other vampires!

The lesson here is to just never interact with Wish in D&D.

Ever.

Tradition demands it be 100% nothing but harmful to you and any attempts to give you a wish should be considered a hostile act. You will never actually get what you ask for, especially not something you couldn't get normally (ie a thing you would wish for). If forced to Wish, cut your tongue out, because even wishing for death will result in it being as slow and torturous as possible.
