Obviously evil cheated and broke the pact. Goldmoon did it first of the good/neutral gods.

Thing is the Disks of Mishakal only mention the good gods. They say nothing about Neutral gods. So one has to conclude that the neutral gods returned some other way. Nothing to do with Goldmoon. And the evil gods came back on their own, and are a perfectly legitimate choice for PC clerics.

I assume the Neutral gods followed suit in their own way (like the Chisliev example mentioned above) once Goldmoon opened the door. Probably immediately after.

Yeah, it was a bit awkward. We worked through it and when we got a good bit into the adventure it was fine. I didn't even know it was a AL adventure. I think it would have made buy in in early game a lot easier.

The AL adventure is pretty good. It's got no combat and simple rules for playing characters as kids.

In that particular case, Goldmoon was objectively first in bringing the non-evil gods back to the world (or whatever wording of that you prefer). You can change that if you want in your game, but doing so changes the story. If that doesn't matter to you (seems a lot of people don't care about it), then go for it.
