I'm not so sure about that bold bit. the 5e spell list is absolutely littered with spells that exist to serve a function* that no longer exists due to system differences. Those spells once served an
important function other than damage that took thought so a lot of them were "iconic" or they were copied over without considering what the iconic part needs to do or why. I'd say it was designed for casters of a different edition then given a quick onceover by a munchkin chanting
firefirefire.

web used to interfere with ranged attacks & slow those moving through it. Floating disk was important because it was somewhat easy to hit
medium load & reduce your speed even on a strength build while now it's almost implausible for someone to be encumbered at all. Tons of ultility spells became never prep when they had to compete with top shelf spells for a prep slot rather than competing against equal level spells in a low level slot. etc
edit: wotc doesn't really seem to get subtle or extrapolate" like x but appropriate" so we get things like hexblade healing spirit & umm... twilight(?) cleric insanity.
