Well, in TOS any "character development" (e.g. The Galileo Seven) was reset at the start of the next episode.True, which opens up screen time in other episodes for character and setting development.
I guess the issue is, with SNW doing "planet of the week" if STL also did that, it would basically be the same show with a different cast.
Assuming Jack Crusher really is Kelvin timeline Kirk, it should take him about two hours to save the galaxy. They could take the multiple serialised stories per season approach, like old Doctor Who or The Clone Wars. Lockwood & Co. also did this, adapting two novels with distinct stories into one season.
Alternatively, SNW could be wound up before it overstays it's welcome, segwaying into the Academy show, STL replacing it (with a little overlap).
