the way i always saw it, mail is the full suit (including leggings, mittens, a coif, etc.), while the shirt is just...well, the shirt. it's only the part that goes over your torso.
Scale Mail 1+1=2 Why all the scale mail hate??? How is the lorica squamata so disliked?
mechanically it's just discount breastplate.

It's true. However, consider this: maybe I'm not upvoting Scale Mail because I like it and want it to win.

I might be playing for time, keeping Scale Mail on the board as long as I can because it's absorbing the downvotes that someone else might otherwise use against a superior, quieter suit of armor. Or maybe it's a distraction: I'm baiting people who might be tempted to retaliate against my plate armor downvoting, and tricking them into downvoting another clanky mess of rustmonster bait.
