No, it's a Larian Homebrew to ignore that restriction. They upped the cost of Quicken to 3 Sorcery points to compensate ... but I've still managed to cast three Fireballs in a round (previous round drank a potion of speed, so I've 2 actions and a bonus action).
i had not really stopped to analyse it but as my first run through I was trying to recreate a favourite character of my and ranger wizard and while I cannot get her stats (point buy) I just checked and she has 3 level spells despite being only Wiz 3.

For a bit BG3 had 10 to 20 million owners, the it dropped to 2 to 5 million users and just a day or so ago it rose to 10 to 20 million owners again.

This matters because at its price around 15 million sales rough the game has earned over a billion dollars. That is serious bragging rights.

And its still number #1 on steam and GOG without micro transactions.

Also best selling preorder on PS5. It's got to be getting close to the billion dollar mark, hope they announce it when they do.

One way is to really focus on removing all the unexplored areas of you map starting from east and moving west. There are encounters in almost every nook and cranny. So go back to the crash site and systematically explore in north-south strips or columns, progressing steadily west.

What level are you now? The temple had some lower level stuff to kill, the village had some low level stuff also.

By the time you reach Karlach you should be level 3, at which point those enemies should be easy (there are only 3, a paladin, a ranger and a wizard, all level 4). One of them is a caster - usual D&D tactics apply - shut them down. Because of critical hits characters will drop in one sometimes. Healing Word gets them back up in one, so not a biggy. Make sure you have karmic dice turned off.

If you are still having trouble, I suggest you reduce the difficulty level. Grinding isn't really a thing in BG3. Enemies don't respawn, there are few trash mobs and there aren't many fights that are easier than the one you are struggling with. You can get xp for doing non-combat stuff like exploring, but at some point you will need to learn combat tactics.

Basically, spell slots are meant to be shared. It's like lv2 caster + lv1 caster = lv3 caster slots. But you only have access to spells of the levels your individual class could cast (so lv1 spells for both of yours).
So by 5E rules, I should as a cleric 2/wizard 1 only be able to cast level 1 spells of either class, and the level 2 spells slots I gain from being a level 3 caster simply allows me to heighten level 1 spells to level 2?

And the fact my wizard can cast 2nd level spells is not normal, but a BG3 specific bug or house rule? And I should probably then only take cleric levels, leaving wizard at 1 and hope it doesn't get "fixed?"

Clerics get level 2 spell slots at level 3, but my character is only able to cast level 1 cleric spells despite being level 3. He can cast level 2 wizard spells, so it seems to model multiclassing accurately on the wizard side but wrong on the cleric side.
Wrong way round. As per PnP multiclass rules that is correct for clerics but wrong for wizards.
