I agree, but I think that the bigger issue is that the plot drove the characters, not the other way around.

There was never a consistent through-line with the characters. Instead, they simply acted in accordance with the needs of the plot, as opposed to from, you know, what the character would do.
There were definitely lots of problems with the writing, as enjoyable as the first season could be.

But when you're writing a story featuring a Superman-level character, you need to know how to effectively challenge such a character with something other than Doomsday or General Zod, which you cannot trot out every week. The folks behind Heroes had no idea how to do that.

yeah Peter and Hiro were problems from a power level. When Peter could only mimic powers, it was a cool and interesting ability that had tons of potential but also clear weaknesses. But once it was "oh you just absorb powers", he went off the rails.

Hiro when he was just able to do some teleporting and an occasional time stop (with real effort), it was good. once he could truly time travel, it got off the rails. Honestly pitting him against an immortal as his foil was a cool idea, but it still wasn't enough.
 






For my money the most well executed series finales I've ever seen are the Aqua Teen Hunger Force finale, The Greatest Story Ever Told* and the Young Ones finale, Summer Holiday**

*It starts by briefly taking the piss out of the maudlin fake series finale that aired the week prior. Then The Aqua Teens attempt to attain immortality. Shake and Meatwad by joining a cult consisting of all the show's recurring side characters, Frylock and Carl by using magic shampoo. Shake and Meatwad's cult are all gunned down in a shootout with the police. Frylock and Carl are falsely accused of murdering Highlander actor Christopher Lambert. They go to jail but since they're immortal their life sentences can't end and they can't be executed. Then it cuts to the four main characters watching the episode on TV and criticizing it.

**A bunch of wacky stuff happens and then everyone dies in a bus crash
