Probably.The core issue is WOTC could not define them without either copying the elf or orc OR getting into inappropriate spaces.

The 2014 half-elf had no own feature besides high charisma and one more skill proficiency. And if you go back to older editions: half elfs in d&d never got their own thing (besides maybe in 4e).
