I think this was answered earlier in the WOTC post last week and it is not straightforward. This is not in the PHB, the DMG is going to offer some presumably optional rules for custom backgrounds.

However the PHB does offer a method to use older backgrounds from 5E and how to convert them tom 2024 .... and a custom background was one of those in the 2014 PHB.

So I guess if you are still using legacy material yes. Otherwise no.

As I understand it, custom backgrounds are confirmed for the DMG.

It seems to me like maybe all the customization and variant options have been moved to the DMG. This is making me want to wait until at least the DMG is out (if not the MM) before adopting the new rules.

That is to say, I'm not sure I want to use the 2024 PHB with the 2014 DMG and MM. I want the complete 2024 package. I understand why they staggered the releases, but it's still annoying to me in that regard.

What does the book say about the Stealth skill? In all the talk about the Stealth rules, that seems to be missing. It seems possible that the much debated Hide Action covers even non-combat stealth, but I'm still not sure if that is the case.

They want you to be a bladelock but be costly to make up for being a "full" caster.

WOTC doesn't want casters to replace martials.

Sure, but now it's just same/worse damage than EB spam with way less investment and risk.

May I ask about one thing? It's there a descrittive index of spells? One sentence that summarize every spell? I know playing the game you learn the spells, but would be fantastic to have a quick answer to "what spells do in the lists" without going back and forth in the book? Thank you!

Are there any side boxes that discuss the usage of pre 2024 subclass usage or what not for subclasses not in the new PHB?
